There exists such an asset in the world that can change the destiny of individuals.
Manpower is the real profit of nations. Now whole the world has shrunk to the computer screen. In the current era, the nations utililzing the manpower through information technology are attached with success but the developing countries have not so much resources to extend this technology to all the sects of society. In such countries, the digital divide is worsening day by day.
In Pakistan, only 2 out of 100 houses have computer, that's why Pakistan falls at 144th position out of 178 in UNDP's human development index. In such an alarming situation, it is utmost necessary for international development that corporate institutes should strengthen public and private institutes through fulfilling their human and social responsibilities.
Microsoft believes that having provided the access to the information technology at grass root level, a bright future can be promised.
The combination of NCHD and Microsoft towards this aspect was a positive step.
Following it, in first phase, in district Attock, Badin, Gujrat, Mansehra, Mardan, Naushehroferoz, Thatta and Pishin, for literate female, computer learning institutes were set up.
In these centers, not only the I.

Education was provided but also the skilled graduates were engaged into data transcription activities and a reasonanble amount was paid to these derserving female.
Also, among other activities of these centers was the training of public sector staff to enable them for upcoming challenges of official activities. On account of excellent performance of these centers, in year 2008, in coordination with District Governments, the project of CTLC was extended to more 8 districts and on top of it was district Mandi Bahauddin.
The inauguration of CTLC held on July 07, 2007, the chief guest of the function was Mr.
Riaz Asghar Chaudhry, District Nazim, among other prominent persons were District Coordination Officer, Mr. Abdul Sattar Sheikh, Mr.
Rehan Afzal, Director I.

NCHD, Ms.
Muniza Bashir Tarar, District General Manager, NCHD, Mandi Bahauddin. A large number of people from private and public sectors were also invited on this occasion.
In his address, Mr.
Riaz Asghar emphasized the need of such learning centers to face the challenges. Ms.
Muniza thanked the district govt.
to cooperate NCHD in establishment of this center. Mr.
Rehan Afzal focussed on the outcomes of CTLC from point of women empowerment of rural and deprived areas.
CTLC was a joint venture of District Govt.
Mandi Bahauddin, NCHD and Microsoft.
NCHD, in this project, in addition to technical assistance provided computer, curriculum and licensed software of Microsoft while the district govt.
arranged renovation of building, civil works etc as well as running expenses for 3 years and this fund was provided by Gender Reform Action Plan (GRAP).
Now a days, CTLC Mandi Bahauddin is not functional in its real shape, partly on account of some managerial reasons and partly because the MoU signed between DG and NCHD expired in 2009 and the center was handed over to DG.
